This report critically examines the impacts and implications of decommissioning coal-fired power stations within South Africa’s Just Energy Transition, focusing on Camden and Komati as case studies. Drawing on surveys, interviews, and stakeholder engagements, the study highlights the complex social, economic, and political challenges of transitioning away from coal in a region deeply reliant on the coal value chain for employment and local development. The findings reveal significant policy incoherence, limited stakeholder consultation, and inadequate planning, resulting in anxiety and skepticism among workers and affected communities. The report also analyzes the role of international finance, the influence of private sector interests, and the shortcomings of current transition models, including lessons from international experiences such as Spain. Recommendations emphasize the need for inclusive public participation, comprehensive social support, and a shift towards publicly driven, equitable energy transition strategies that prioritize local livelihoods and long-term sustainability.
